Manoeuvre time on the 19th (Re: OTV-5 manoeuvered?)

Using the pre-manoeuvre orbit and a post-manoeuvre orbit, I get as a nominal
result that the manoeuvre happened early April 19, at 5:20 UT.

This is near perigee at the descending node crossing, over west Africa.

Perhaps more likely, perigee was first lowered by an apogee burn at the
ascending node near Hawaii near 04:35 UT, half a revolution earlier, followed by
a second burn in perigee to lower apogee at the time and place stated above.
