Photometry on my video images of the tumbling NOSS 3-4 rocket (2007-027B) yields
a period of 13.78 seconds on 18 April 2017, 21:47 UT, with a variation of
1.5-2.0 magnitude.

Diagram is here:

Obtained with a WATEC 902H + 1.4/85 mm lens, GPS time inserter, video analysed
with TANGRA, period fitted with PAST.

The gap in the diagram is due to repositioning the camera.
