DMSP F19 TLE

Greg Roberts has reported the first visual observations of DMSP F19:

I believe that USSTRATCOM has catalogued it as 14015A / 39630.

I began my analysis with the TLE that I estimated pre-launch, which is available here:

Lift-off was delayed 30 s to 2014 Apr 03 14:46:30 UTC. I adjusted the TLE for the delay in launch time, propagated it to
nearly the time of Greg's final point, and then adjusted only RAAN and mean anomaly:
