    I now believe that the planned inclination is approximately 33.5 deg, not
    28.5 deg.
    
    The following example is for a 310 km orbit. The epoch is at the first
    ascending node, based on launch on 2010 Apr 21 at 22:44 UTC:

    I will follow up with additional elsets spanning a range of altitudes.
    
    Comments by Tim Luton, prompted me to re-evaluate my earlier analysis, which
    led me to conclude that I had been too quick too dismiss the inclination
    indicated by the launch azimuth, apparent in the published launch hazard
    chart.
