Peter, it seems to be in about the same plane as USA 200, so the Centaur is a
possibility.

The following search elsets place the object in the general vicinity of USA 200
shortly after the Centaur's fuel-dump on Mar 13:

The first two seem more likely than the third, but it could easily prove to be
none of the above.
