Peter, it seems to be in about the same plane as USA 200, so the Centaur is a
    possibility.

The following search elsets place the object in the general vicinity of USA 200
shortly after the Centaur's fuel-dump on Mar 13:

    1 70002U 08073.46717571 .00000000 00000-0 00000-0 0 08
    2 70002 64.7180 41.3172 6816253 274.7284 12.2368 2.18512301 05

    1 70003U 08073.46717571 .00000000 00000-0 00000-0 0 09
    2 70003 64.9805 40.0580 6614515 276.6277 16.8437 2.18430180 02

The first two seem more likely than the third, but it could easily prove to be
    none of the above.
