That's correct.

The time inserter displays UTC

It was nice what ever it was. Nice object, somewhat bright, at least mag 9 are brighter

Kevin, I couldn't find a match with anything except cosmos 1888 itself.
This includes latest version of classfd.tle I assume your video 
inserter clock was
showing UTC.
