This may be of interest to anyone who maintains archives of 2-line elements. Some time ago, I looked online for 2-line elements of shuttle mission STS 27 (88106A / 19670), but could not find more than a few elsets. Subsequently I found what appears to be the nearly complete set, in my archive of 2-line elements printouts, mailed to me in 1988 by NASA/GSFC/OIG. I re-typed the STS 27 data, taking care to validate the checksums and formatting of my electronic versions, against what I received from OIG, which I am making available here: http://satobs.org/seesat_ref/STS_27_TLEs/STS_27_TLE_scan.zip The highest elset number I received was #18, and apparently no elset #8 was issued, so there are 17 in total. The file includes provenance in the form of scanned images (multipart TIFF and PDF) of the pages containing the originals, and the cover page of the reports in which they appeared.
