Unidentified satellite

    Rob McNaught observed this satellite from Siding Spring Observatory last
    night ( local time) This psuedo MPEC includes the observations and an
    orbit using Bill Gray's FIND_ORB
    
    Can any list member suggest an identification. I have used 
    SAT_ID with to no effect. The residuals from the orbit determination
    are large compared with what you would expect for the equipment,
    but this is probably beacause the points are all the end of trails
    Rob also adds the following note. 
    "There was a rather brighter sat nearby with similar
    angular motion, but different PA.  It was flashing about once every 2 seconds"
    which is a description of a DSP satellite isnt it.
