I saw 03-9B (IGS 1B) running early last night, 0.6 mins on the first rev, and 0.75 mins on the second. There was so much else to see that I didn't manage to get a message out until now. It must have manoeuvred after Peter Wakelin's observations of April 21. Here is an orbit fitting all my observations. 03-9A (IGS 1A) was on time.
