I did another run using updated TLEs- there wasn't a lot of difference
between the OIG results and the NASA results. I used an elevation of 725
feet above sea level (Topozone's figure for South Bend), whereas the
previous predictions were for someone at 610 feet. Given the high elevation
angle however, I wouldn't think elevation would make much difference.

The wiggle room available for a good sighting is about .2 miles (i.e., a
bullseye equal to 20% of the moon's disk), corresponding to about .003
degrees to one side or the other- .01 off the center track would be
    tolerable.

4 - time (in UTC, if you haven't entered your timezone at
    TransitAlertSignup.html)
5 - latitude of the International Space Station at the given time
6 - longitude of the ISS
7 - elevation angle of the ISS
8 - azimuth angle of the ISS
     9 - ISS range (miles)
10 - elevation corrected latitude for observing the transit
    11 - " " longitude
12 - uncorrected (i.e., sea level) latitude for observing the transit
    13 - " longitude
14 - is space station sunlit?
    15 - sun/moon separation angle
