What is correct format to report observations

Hello everyone!

I have collection of positional observations of satellites, but have not
found any good place to report them. Since now i have posted them to
www.heavens-above.com, but i have guessed that they are never analyzed
there. Is there any program or in which format should i send my
observations for example to this SeeSat-L? I usually make my position
observations with positional error less than 1 arcmin and time error
less than 1 second.

I have tried the PPAS, but that is for observations of brightness and
period (and which observations i have also done).
