    The ISS status report shows that from 9:16 to 9:37 UT April 20( 04:16- 04:37 CDT)
     the soyuz was being moved from one docking port to another , in preparation
    for new Soyuz being delivered next Saturday. Perhaps you saw the exhaust of
    the thrusters interacting with the atmosphere. The ISS can do water dumps as well,
    though none mentioned in latest status report.
