    I have observed the Okean - O rocket (25861) three times, and all three 
    times I didn't notice it flashing. It is a nice bright satellite. I remember 
    last year looking at it and it was flashing.
    
    I also watch I think norad# 26070 and it is a ok flasher.
    
    I was watching superbird A last night and listening to CHU canada the source 
    of time signals in canada, I decided to attempt to time the flashes. I was 
    getting approx 24 seconds between the bright ones, neat.

    Cheking the page of SL-16 rocket (#25861) on H-A site I note the following
    description:

    Yesterday evening I've seen (without any doubt...) the SL-16: same time,
    same location, same schedule as per H-A prediction but with a continuous
    light instead of flashing.
    
    Could anybody tell me something about?
