    This is just to confirm your observation!
    I observed this one several times but didn't recognize any
    flashing.
    I have two explanation for these observations:
    It ceased to spin due to damping (magnetic?) torques,
    or we happened to be close to the spin axis.
    I that case, even a spinning satellite wouldn't
    show light fluctuations under certain conditions.
    
    The latter explanations seems quite unlikely to me!
