Hi,

Russian media has already announced successful delivery of Ekran-M #18L
to GSO by the Proton-M/Briz-M launch vehicle. Obviously, U.S. Spacecom
failed to find Briz-M and Ekran-M in transfer or final orbit. Mission
profile
used had suborbital Proton trajectory so no objects in LEO were expected.
