Accepting Vec2TLE 'Impulsive Delta-V (0.0)' and 'Re-epoch at ascending node'
and the ISS elset as reliable, I get the following elsets at the Soyuz node
    pass:

    ISS (ZARYA)
    1 25544U 98067A 1095.79124893 .00079337 00000-0 88181-3 0 8377
    2 25544 51.5707 93.6099 0005454 123.1616 236.9901 15.62161254135788
    SOYUZ-TM 31
    1 26603U 00070A 1095.79123752 .00039638 00000-0 44634-3 0 1574
    2 26603 51.5686 93.6092 0006056 341.3716 18.7054 15.62132115 24559

So, the "error" in node time is 0.00001141 days (1 second), in ndot2 0.00040
(50%), in B* 50%, in incl 0.0021 deg, in RAAN 0.0007 deg, in MM 0.00029139.
    Vec2TLE changes AOP significantly !?
