Question about Meteor 1-29 Rocket

Hi all,

I have another quick question. I have been observing
the Meteor 1-29 Rocket for several months. Back in
January its flashing was very apparent and bright.
Lately I can barely detect any flashing. Has something
changed with the rotation? I remember seeing something
on this list about it decaying soon. Is that having an
effect on the flashing?
