Tony Beresford said he did not see Progress within 20 seconds of Mir
    at 0843UT on April 27th.

I am not surprised. Knowing that it was likely to manoevre,
predictions of time will not be accurate. The Progress orbit period
was about 2min less than Mir. Docking is planned 2133UT 27th (from
Vladimir Agapov), so rendezvous will be not much earlier, say 2100 UT.
    Therefore at 18hours = 12 revs earlier Progress would be about 12*2 = 24
    minutes later than Mir.

I saw Mir at 0316 UT April 27th and Progress 20 min later at
    0336 UT.
