USA 129 on-time at 5:28 UTC, 24 April 2000

    Rob Matson sent me the following observation report - Ted Molczan
    
    Figured I might be the last person to see USA 129 Sunday night before it is
    picked up in
    Europe on Monday, so I can tell you that there was no maneuver as of 4/24 5:28
    UT.
    Using the following TLE:
    
    USA 129         15.0  3.0  0.0  5.1 v
    1 24680U 96072A   00113.93914910  .00034679  00000-0  41696-3 0  4505
    2 24680  97.8851 177.8447 0482041 157.8337 204.3236 14.84647301    09
    
    the satellite was within a half-second of the correctly time (along track).
    However, the orbit is off a little bit crosstrack -- observed track was about
    0.2 degrees north of predicted.  Here are two positions you can use to
    refine the orbit:
    
    4/24 05:28:01.4  RA 6h 52.52m  Dec +68.28
    4/24 05:28:13.2  RA 6h 18.64m  Dec +29.23
    
    Coordinates are J2000 as seen from 33.6028N, -117.8263W, 650 feet.
