New USA 129 elements; manoeuvre alert.

    Pierre recommends that his provisional elset #449, posted last night, be
    ignored.
    
    I have received a report from an observer on the U.S. west coast, of USA 129 on
    time, as of 5:15 UTC on 23 April.
    
    I estimate that USA 116's argument of perigee is now (19 h UTC, 23 April) about
    7.5 degrees. It should reach the equator in about 2.3 days - early on 26 April.
    Based on past behaviour, I expect both USA 116 and USA 129 to raise their
    apogee sometime between 25-27 April. I still have not estimated the tolerances
    (too busy with work), so it is quite possible that the manoeuvres could come a
    bit earlier or later.
    
    Bjoern Gimle's apparent recovery of USA 116 last night may be just in time to
    obtain some data before and after its manoeuvre.
