Object U991031 recovered

    I was able to find object "99304A" last night.  The following
    elset is a rough guess that should be within 1 minute of time
    and 0.1 degrees cross-track.
    
    This object appears to be a Centaur rocket flashing once per
    second to about magnitude 9.5 or 10.
