Arianespace agreed, but only after the Ariane  that launched Spot 1
exploded producing 86019* fragments. 

As someone involved in the Ariane 1 thru 4 flight programs I can
state that now after the satellite(s) have been released the unused
propellants are vented to space. Ariane 5: I dont know.
