    Hi,
    
    This is the Fregat upper stage and "Dumsat" pay load test for the June
    launch of the first 2 Cluster II "spaceweather" satellites bulit by ESA. It
    was launched into an elliptical orbit to test the Fregat engine restart
    capability. The first set of Cluster satellite were lost in the Ariane 5
    launch failure.
