    No program, to my knowledge, except any text editor, like Notepad.

    Additions/changes should be obvious, but not necessary, except that
    format,column positions and no.of lines must be correct.
    Some TLE maintenance/prediction programs need reasonable non-zero
    values in the missing fields, and don't like blanks after col.69.
    Some can't even accept the long 'line 0'.
    (Quicksat and SkyMap can even do without it)
