I dont think so Philip, the flight plan as detailed by Keith Stein, on the ISI
consulting site,shows this is the expected behavoiur.
 In fact it shows that after releasing the s/C it does
a short burn to a bigger orbit( 98.5 to 100.5 minutes period)
, then a burn which does a plane change, and a lower perigee.
