Elset errors possible? List of GPS-satellites?

On March 20th at 20:43:18 UTC I observed Cosmos 1104 Rk (USSPACECOM 11379=
) at
RA 15h01' Decl 73d25' (actually, I observed it along a 15-20 deg long pat=
h
before timing that position). However, compared with these three elsets

Did I misidentify this satellite? Are such huge errors in elsets possible=
? The
observed path was parallel to the predicted one!

And another question: Is there a complete list of (active) GPS satellites=
?
