Re: USA 116, another possible obs.

On Apr.15, 21:33:20.5 I found what may be USA 116, 117 sec. before the
time predicted by my guestimate elset on Apr.13, after my first observation.
The RA/decl. was about 20:24  +38
At 21:34:05.5 it was about 21:36  +44

I have checked both observations against el970412, and found no other
candidate. However, the first observation was 0.6 above predicted track,
this was 3 degrees below, so the error in RAAN and AOP may be quite large.

Corrected MM:

Earlier this evening I saw USA 129 at 21:26:56.3   RA 23:26, decl.+87 18'
This was 96 seconds early from 97081 elset, so I adjusted MM to fit:

Probably, it would be more appropriate to increase ndot2/Bstar, making
current MM closer to USA 116's.
USA 116 would still have a higher MM, so the current pass time separation
of about 3 h  45 m is decreasing, so I do not expect either of them
to maneuvre for another month or so.
